MOEA Bridges Building Project 2010-A Platform for Cross-strait Industrial Cooperation and Exchange

  1. Objectives and Benefits With a view to implementing President Ma’s policies of “launching a new era of cross-strait economic and trade negotiation” and “promoting Taiwan’s interests and advancing global connections,” the Ministry of Economic Affairs’ “Bridges Building Project (BBP)” was approved by the Executive Yuan in August 2008. The goal of the project is to set up exchange platforms for each industry and to hold a series of cross-strait conferences on exchanges in individual industries as a way of building bridges between the two sides.We hope that via these conferences on cross-strait industrial exchange and cooperation, both sides can establish an effective mode of collaboration and create a more open and friendlier environment conducive to industrial development. This will open up new business opportunities and strengthen links with international corporations. In this way, enterprises can compete in international markets and make worldwide deployments. This will create a win-win situation for both Taiwanese and Chinese industries.
  2. Strategies “Private enterprise to use bridges built by government”: Through the series of cross-strait conferences on industrial exchange, private companies on both sides are given a platform for interaction with potential partners for industrial cooperation in a number of fields, including joint R&D projects, joint production, sales and marketing cooperation, joint investment plans, and even joint cross-strait management and operation of multinational corporations, pooling of industrial assets and resources, and cooperation in areas such as banking and finance, and warehousing and logistics. All this will allow Taiwan’s economy to become linked up more closely with the global economy, and expand the space for strategy development and operations in corporate investments. This will create a strong environment for Taiwan’s continued economic strength and competitiveness.“Exchange in the first year, negotiation in the second, cooperation in the third”: The timetable of the Building Bridges Project envisages that both sides of the Taiwan Strait will take turns in hosting conferences on industrial cooperation and exchange. The first year is devoted to exchange, the second to talks and negotiations, while the third year will see the implementation of cooperation schemes and projects. Should both sides reach a consensus on relevant issues ahead of schedule, naturally the timetable can be pushed forward. The various conference sessions are mainly meant to attract people from industry and business. The ultimate objective of the sessions is to promote business opportunities and cooperation between the two sides of the Taiwan Strait.
  3. BBP Achievements in 2009 Since the Bridge Building Project has been launched in December 2008, one year passed, during which the Project was fully supported and eagerly attended by the representatives of cross-strait industries. That is to say, the Bridge Building Project do establish a mutual trusted common platform for cross-strait industrial interflow. During the period, there were 11 conferences held for various industries including Chinese Herbal Medicine, Solar Photovoltaics, Telematics, Communication Technologies, LED Lighting, Information Technology Services, Wind Power, Logistics Services, and Automobile (including Battery Energy Storage). At those conferences, 4,200 delegates coming from cross-strait participated in, more than 520 companies commenced dialogue, and 130 business entities built up cooperation by signing 50 pieces of Letter of Intention (LOI). In a nutshell, the Bridge Building Project definitely has achieved its primary goal of promoting cross-strait industrial cooperation.
  4. 2010 Conference Sessions In order to accelerate and deepen cross-strait industrial cooperation, harvesting concrete results as soon as possible, MOEA prioritizes the demand from industries and endeavors to execute the Bridge Building Project constantly. Based on the consensus of “one industry, one platform” reached by Taiwan and China, the two parts would host in turn the “Conference on Cross-strait Cooperation and Exchange”. In 2010, there are 6 conferences held in Taiwan and 11 conferences presided over by China. The details are depicted in the following table.
